Ontario has opened applications for its new Ontario Workforce Priority Stream (OWPS). The stream for permanent residence for eligible foreign nationals is a new pathway that became available on August 4, 2026, under the Ontario Immigrant Nominee Program (OINP).
The OWPS includes three pathways: one for higher-skilled workers, one for lower-skilled workers, and another for self-employed physicians. Candidates applying through the worker pathways must have a qualifying job offer from an eligible Ontario employer and create an Expression of Interest (EOI) through Ontario’s online portal. Self-employed physicians follow a separate process before registering their EOI.
Ontario will periodically select candidates from the EOI pool using a points-based ranking system. An EOI remains valid for up to 12 months. Candidates who receive an invitation to apply have 17 calendar days to submit a complete nomination application, while employers have 14 days to complete their required step.
The OWPS is the first stream launched under Ontario’s broader immigration-program overhaul. The province also plans new pathways focused on healthcare workers, entrepreneurs and exceptional talent, although launch dates and full eligibility requirements have not yet been announced.
