The Canadian province of Manitoba has come up with a major immigration policy change with the official closing of the Career Employment Pathway (CEP) of its International Education Stream. The popular route allowed the international graduates to transition from student status to permanent residence under the Manitoba Provincial Nominee Program (MPNP). The update was announced on 11 June 2026 with immediate effect.
Under the previous CEP stream, graduates from Manitoba institutions who were eligible could access a relatively direct pathway to provincial nomination. Now international graduates seeking permanent residence have to qualify through alternative immigration streams, primarily the Skilled Worker in Manitoba pathway. Under this pathway, the government may consider candidates with a minimum of six months of work experience in Manitoba for future Expression of Interest (EOI) draws.
The Manitoba government has said that the change is to create clearer and more consistent selection criteria while better aligning immigration with labour market needs. Priority will be given by the province for candidates with local work experience and with proven integration into the local workforce.
The decision is expected to significantly affect international students who have relied on Manitoba as a pathway to Canadian permanent residency.
