To improve transparency Canada has introduced new measures that clarify how permanent resident (PR) admissions are recorded and reported.
The federal government has confirmed that the official annual permanent resident admissions targets under the Immigration Levels Plan remain unchanged. IRCC has launched a dedicated webpage explaining how the annual targets are calculated. The immigration programs included in the Levels Plan and one-time immigration initiatives are tracked separately from the official targets. The move is to improve transparency, and it will also help to make Canada's immigration reporting easier to understand.
According to the latest data, Canada admitted approximately 128,000 permanent residents as of May 2026, this year. Of these, around 14.4% were admitted under the special one-time initiatives, while the remaining admissions counted toward the official annual target. By separating the numbers, the government plans to provide a more accurate picture of immigration progress and improve public confidence in the reporting process.
