Canada is looking at a new direction for its Express Entry system in 2027, with the government considering which skilled workers should receive greater priority for permanent residence. A public consultation, open until September 1, 2026, is examining four potential focus areas: U.S. H-1B visa holders, researchers, candidates linked to the International Talent Attraction Strategy, and workers connected to the Global Talent Stream.
The proposed changes are designed to help Canada attract specialized talent in areas such as artificial intelligence, healthcare, advanced technology, research and skilled trades. Immigration authorities are also considering reducing or narrowing the number of existing Express Entry categories to focus more closely on labour shortages. Any revised categories could take effect as early as 2027, when Canada expects to admit 122,000 permanent residents through Express Entry
