Canada vs UK for Social Workers: Comparing Permanent Residence and Career Pathways

Canada and the UK are both destinations considered by qualified Indian social work professionals who look forward to build a career outside India. However, you must understand that the approaches to professional registration, employment and immigration differ in both the destinations. Understanding the differences is important before you choose a country that aligns better with your career plans and future goals.


The Difference in Immigration between Canada and the UK

In Canada, eligible candidates may pursue permanent residence options for social workers in Canada through economic immigration programs. Express Entry manages applications under programs including the Federal Skilled Worker Program. Since March 25, 2025, job offers no longer provide additional Comprehensive Ranking System (CRS) points in Express Entry. You must note a job offer may still be relevant to eligibility under certain programs and Provincial Nominee Program (PNP) streams. The Atlantic Immigration Program is one Canadian pathway where a job offer is required. The Canadian Experience Class is also an Express Entry program that requires qualifying skilled work experience gained in Canada. Therefore, it would generally not be available to an applicant applying directly from India who does not have qualifying Canadian work experience.

In the UK, immigration rules relating to visas, sponsorship and settlement apply. However, professional social-work registration is nation-specific. For an internationally qualified social worker intending to practice in England, registration with Social Work England is required. Scotland, Wales and Northern Ireland have separate social-work regulators and registration requirements.

Eligible social workers may use the Health and Care Worker visa if they have a qualifying job with an approved UK sponsor and meet the applicable immigration requirements. New applicants must meet the current B2 English-language requirement and applicable salary requirements.

Under the current rules, eligible Health and Care Worker visa holders can generally apply for settlement after five years, subject to meeting the other requirements. The UK Government has proposed an earned-settlement framework with a 10-year baseline for most migrants, with possible reductions for certain groups. These proposals should not be treated as the current settlement rules until implemented.

Social Worker Immigration to Canada
 

1. Social Work may be recognized as Skilled Work


In the National Occupational Classification of Canada, Social Work is classified under NOC

41300. On the basis of qualifications, work experience, and also their eligibility, social work professionals can pursue economic immigration programs such as the Federal Skilled Worker Program through Express Entry.

With respect for Canada immigration for social workers, applicants generally need to meet requirements relating to factors such as:-

• Qualifying skilled work experience

• English or French language proficiency

• Educational credentials

• Settlement funds, where applicable

• Admissibility requirements

Creating an Express Entry profile, however, does not guarantee permanent residence. Candidates enter a pool and are ranked under the Comprehensive Ranking System (CRS). Only candidates who receive an invitation can proceed with a permanent residence application.

2. Express Entry Category-Based Selection for Healthcare and Social Services

There is Express Entry category-based selections conducted in Canada for certain occupations that come under the healthcare and social services sector. These category-based selections are subject to government priorities. It may change over time. While these selections can give candidates a potential pathway for PR, candidates must still satisfy the relevant Express Entry requirements and meet the current criteria applicable to a particular draw.

3. Provincial Nominee Programs

The province and territories in Canada have their own provincial nominee programs. Those seeking Canada PR for social workers can explore PNP streams of the provinces and territories that are structured on their labour market and also demographic needs. Some provincial streams may target healthcare and social service professionals, while others may focus on candidates with job offers, Canadian experience, education or connections to a particular province. An Express Entry linked provincial nomination can provide a substantial CRS advantage.

If you want to apply through a provincial stream you must check whether you can obtain professional registration, find suitable employment and meet the province’s current immigration requirements.

4. Other Canadian Pathways

The Canadian Experience Class requires qualifying skilled work experience in Canada. Therefore, an applicant applying directly from India without Canadian work experience would generally not qualify for this program at that stage. The Atlantic Immigration Program requires a qualifying job offer from a designated employer in one of Canada's Atlantic Provinces. It can be available to skilled workers living outside Canada, provided they meet the other program requirements.

Professional Registration Is Different from Canadian Immigration

Obtaining Canadian permanent residence does not automatically authorize someone to practice as a social worker. Social work is regulated at the provincial or territorial level, and applicants must meet the requirements of the relevant regulator.

The Canadian Association of Social Workers (CASW) provides international credential assessments for internationally educated social workers. Its assessment is a professional credential assessment and is not an IRCC-designated Educational Credential Assessment (ECA) for immigration purposes.

CASW states that its assessment is accepted by social work regulatory bodies in all Canadian provinces and territories except British Columbia and Quebec, which have separate processes. Applicants should check the requirements of the regulator in the province or territory where they intend to practice.

In Ontario, internationally educated applicants should also review the requirements of the Ontario College of Social Workers and Social Service Workers. For certain internationally educated applicants, the College requires a CASW evaluation as part of the registration process.

Immigration and professional-registration planning should therefore be considered separately but together.

In England, internationally qualified social workers must register with Social Work England before practicing. Social Work England assesses overseas qualifications and other registration requirements as part of the registration process. Eligible social workers may use the Health and Care Worker visa if they have a qualifying sponsored position and meet the applicable immigration requirements. The visa requires an eligible job with an approved UK employer and the applicable salary requirements.

For new applicants, the current English-language requirement is B2 level in reading, writing, speaking and listening. Some transitional rules apply to people extending or updating an existing visa. Under the current rules, eligible Health and Care Worker visa holders can generally apply for settlement after five years provided they meet the other requirements.

The UK Government has proposed an earned-settlement system under which the standard qualifying period for most migrants would increase from five to ten years, with potential reductions for certain groups, including proposals relating to some public-service occupations. These are proposed reforms and should be distinguished from the settlement rules currently in force.

Professional Registration Across the UK


The UK and England should not be treated as interchangeable when discussing social-work regulation. Social Work England regulates social workers in England. Social workers intending to practice in Scotland, Wales or Northern Ireland must register with the relevant regulator in those nations. Each regulator has its own requirements.
