The Home Support Worker Pilot (HSWP) is a program established by Immigration, Refugees and Citizenship Canada (IRCC) to provide a pathway to permanent residence for Canadian home support workers. The Home Support Worker Pilot provides the opportunity for workers in the childcare, elderly care, and home support (“continuity of care”) sector to gain permanent residency. 

The Home Support Worker Pilot is a three-year, employer-driven pilot program. It allows for the processing of permanent residency applications from home support workers who have Canadian work experience in the sector for one year or more. It is designed to fill labour shortages in the Canadian home support sector and to retain experienced and qualified foreign workers who can support the needs of Canadians. 

To be eligible for the Home Support Worker Pilot program, foreign nationals must have a minimum of one year of paid work experience in Canada as a home support worker in the last three years prior to applying for permanent residence. The foreign national must also demonstrate proof of language ability in English or French, and his or her employer must meet certain criteria.
