Alberta

In Alberta, the Alberta Advantage Immigration Program (AAIP) under the Provincial Nominee Program (PNP) provides a stream, which is the Alberta Express Entry Stream – Priority Sectors Pathway for Canada PR, which does not require a job offer. The Alberta Express Entry Stream – Priority Sectors Pathway is for candidates who already have an active Express Entry profile and a minimum Comprehensive Ranking System (CRS) score of 300. Candidates must also have work experience in a primary occupation that is in demand in Alberta, such as construction, agriculture, aviation, or manufacturing.

Manitoba

In Manitoba the streams under the Manitoba Provincial Nominee Program (MPNP) for Canada PR without a job offer include the following:

Skilled Worker Stream – Skilled Worker Overseas pathway: To apply for PR under the Manitoba Skilled Worker Overseas, candidates must score at least 60 points based on factors like age, education, work experience, language skills, and adaptability. The candidate must also have a strong connection to the province, such as prior study or work experience in the province, an invitation through a Strategic Recruitment Initiative or support of qualifying family or friends in the province.

International Education Stream – Graduate Internship pathway: To apply for PNP without a job offer in Canada under this stream, the candidate has to be currently residing in the province and must have completed a master's or PhD in Manitoba within the last three years. The candidate must also have CLB 7 language proficiency and must have completed a Mitacs Elevate or Accelerate internship.

New Brunswick

The streams under the New Brunswick Provincial Nominee Program (NBPNP) in the province of New Brunswick, which makes it possible for Canadian immigration without job offer, are

NB Express Entry – NB Interests Pathway: -

To apply the candidate

  • Must have an active Express Entry profile
  • Need to have a Letter of Interest from New Brunswick
  • Requires a minimum score of 67 points based on age, education, work experience, language, and adaptability

NB Strategic Initiative – Francophone Priorities Pathway:-

 To apply the candidate

  • Must have a minimum score of 67 points on the selection grid
  • Must have a French proficiency of NCLC 5
  • Need to have at least a high school diploma
  • Must meet one of the following:
  1. Receive a Letter of Interest from New Brunswick, OR
  2. Be living in New Brunswick and complete a minimum 1-year in-person program at Université de Moncton or Collège communautaire du Nouveau-Brunswick.
  3. If does not have in-province post-secondary education, at least 1 year of continuous relevant work experience (within the last 10 years, in Canada or abroad)

Nova Scotia

The Nova Scotia Nominee Program (NSNP) stream, which does not require a job offer, is

Nova Scotia Express Entry Stream:-

To apply the candidate, 

  • Requires having an active Express Entry profile
  • Minimum 1 year of work experience in a TEER 0–3 occupation
  • Need to have at least a high school diploma
  • Language requirements: CLB/NCLC 7 for TEER 0 or 1 positions and CLB/NCLC 5 for TEER 2 or 3 positions
  • If using work experience from a Post-Graduation Work Permit (PGWP): Must have graduated from a Nova Scotia institution

Prince Edward Island

In Prince Edward Island under the Prince Edward Island Provincial Nominee Program (PEI PNP), candidates with no job offer can apply for the PR through the PEI Express Entry no job offer stream provided they have an active Express Entry profile and meet federal program requirements. Candidates already in the province working for an eligible employer are given priority. In case the candidate has graduated from a PEI institution and has a PGWP or spousal open work permit, then the candidate should also need:

  • Minimum 9 months continuous full-time work with a PEI employer
  • At least 4 months remaining on the work permit when submitting EOI

Saskatchewan

Streams that do not require a job offer under the Saskatchewan Immigrant Nominee Program (SINP) are

International Skilled Worker Stream – Occupation in Demand pathway:-

To apply under the Saskatchewan Occupation in Demand pathway the candidate,

  • Need to have a minimum of 60 points on the SINP grid
  • Language proficiency: CLB/NCLC 4
  • One year of full-time skilled work experience (TEER 0–3, high-demand, not on the list of excluded occupations) in the past 10 years
  • Post-secondary credential related to intended occupation
  • Relevant work experience

International Skilled Worker Stream – Saskatchewan Express Entry:-

  • Must have an active Express Entry profile
  • Need to have a minimum of 60 points on the SINP grid
  • Language and work experience (not on the list of excluded occupations) as per the Express Entry program
  • One year of training or a post-secondary credential in the field of intended occupation
  • Relevant work experience in your field of study or job

Ontario Master’s Graduate stream

The Ontario Immigrant Nominee Program (OINP) streams that do not require a job offer include the following:

Express Entry – Human Capital Priorities 

To apply under the Ontario Human Capital Priorities stream the candidate,

  • Must have an active Express Entry profile
  • Requires relevant work experience
  • Language proficiency of at least CLB/NCLC 7
  • Education: Bachelor’s, Master’s, or PhD

Express Entry – French-Speaking Skilled Worker

To apply the candidate,

  • Must have an active Express Entry profile
  • Requires relevant work experience
  • English language proficiency of CLB 6 or higher and a French-language proficiency of NCLC 7 or higher.
  • Education: Bachelor’s, Master’s, or PhD

Note: Education Exemptions - For both the streams in the below occupations:

  • Certain nurses registered with the College of Nurses of Ontario
  • Early childhood educators registered in Ontario

Master’s Graduate Stream:-

To apply the candidate,

  • Need to have a master's degree from an Ontario university
  • Language proficiency of CLB/NCLC 7
  • Lived in Ontario for at least 1 year (in the last 2 years)

Ontario PhD Graduate stream:-

The candidate must apply within 2 years of PhD completion, and to apply under the stream, the candidate:

  • Must hold a PhD from an Ontario university
  • Studied in Ontario for at least 2 years
  • Lived in Ontario for 1 year (within the last 2 years)
