Canada PR 2026: Why Category-Based Express Entry Is the Easiest Pathway for Indians


Category-Based Selection (CBS) under Express Entry is a more accessible pathway to Canadian permanent residence (PR) for many candidates from India when compared to other draw types. This is mainly because of factors such as low CRS cut-off scores and targeted job draws. However, the CBS is not without its challenges and drawbacks. More Accessibility for Canada PR without high CRS score 

The CRS cut-off score for Category-Based Selection (CBS) under the Express Entry Canada system most often has a lower CRS cut-off score than other draw types like Canadian Experience Class (CEC) or Provincial Nominee Program (PNP). Since the CBS draws only select a small group of candidates with specific qualifications and skills, candidates with comparatively lower CRS scores have the chance to receive invitations to apply for PR.

In 2025, the category-based draws issued 59% of all ITAs (Invitations to Apply). While the CRS score cut-off of CEC draws ranged between 515-547 and PNP between 699-855, the CRS score category-based selection had lower cut-offs, with healthcare & social services draw cut-off scores ranging between 462-510, trades at 505, education between 462–479 and French-language proficiency between 379–481. Therefore, it is the best pathway for Canada immigration for Indians.

Faster Route to Canada PR for Indians with Minimal Work Experience

Express Entry category-based draws opens a faster and easier route to Canada PR for Indians with a work experience requirement of 12 months in a single National Occupational Classification (NOC) code. You must have gained the work experience in Canada or abroad within the last three years.  For physicians with Canadian work experience category, 12 months of Canadian work experience is required.

To qualify for the Canadian Experience Class (CEC), at least one year of skilled work experience in Canada and not abroad in the past three years is required. The Provincial Nominee Program (PNP) pathways are more demanding. Candidates to be eligible in the PNP pathway need to satisfy both the federal and provincial requirements. For PNP programs, in-Canada candidates are often given priority and are required to secure provincial nomination and meet higher work experience eligibility, which is often one year or more.

Also, a valid job offer is not required for CBS; hence, it is the best route for Canada PR without job offer for Indians.

Targeted Jobs and French Skills Improve Canada PR 2026 Chances

Category-based selection Canada (CBS) is beneficial for candidates who are eligible for an Express Entry program and who already have work experience in the targeted occupations. There are 79 eligible occupations across healthcare and social services, STEM, trade, agriculture and agri-food, education, and physicians with Canadian work experience categories. 

Also note that for French-language proficiency category draws, candidates require only NCLC level 7 to be eligible. This score is achievable for many learners who are able to improve their skills through focused preparation.

With no general Express Entry draws held since 24th April 2024 and no “No Program Specified” draw since October 10, 2023, the Category-based selection Canada have become an important route for candidates who may not have a competitive CRS score for the Canadian Experience Class or who are not able to get selected through a targeted program.

These draws come with certain challenges that applicants should be aware of.

Inconsistent Draw Frequency across Categories

Immigration, Refugees and Citizenship Canada announces priority categories each year. However, the number of draws for each category cannot be known, and whether there will be a draw for the particular draw cannot be guaranteed. Hence, even though a candidate meets the requirement of a CBS-eligible occupation, IRCC may not hold a draw, making them rely on the Canadian Experience Class or a Provincial Nominee Program to obtain PR.

The inconsistency in the draws can also lead to the increase in the number of eligible candidates in the Express Entry pool, which can then lead to higher CRS cut-off scores.

CBS Eligibility is based on the Specific Sectors or Occupations

Category-based Express Entry draw targets specific sectors or occupations, which limits the eligibility to certain candidates. There are only six categories as of now, and many candidates will find their professions not included under those categories. Also, there are chances that even if the candidate qualifies for a specific category, their exact occupation may not be listed under the eligible occupations of that category, making them ineligible for the category-based draw.

The categories and the occupations listed under the category can be revised by IRCC any time. The categories and eligible occupations can be added or removed, and the unpredictable changes can affect candidates who are planning their Canada PR 2026 path.
